1. Opening
After determining that a quorum was present the meeting commenced at
8.10 pm with Pam Palmer presiding.

3. Minutes of Previous Meeting
The Minute of the previous meeting 17 August 2005 were tabled.
The Minutes were accepted as a true and correct record.

4. Matters Arising from Minutes
Greenwich Road Shopping Precinct
Pam explained that the parameters of the Shopping Precinct Committee had been
defined.
The DA for 97 Greenwich Road (Chemist shop) was approved under delegated authority.
Planting has been completed inside the Infants School fence.
Bellevue Avenue Roadworks
No report from East Ward Traffic Committee
St Vincents Road traffic and footpath
GCA has written to Council about limiting Right Hand turn from River
Road to St Vincents Road. The East Ward Traffic Committee has indicated
that its policy is to not limit traffic in one street (to the detriment
of another).
However, they did resolve to construct a footpath on the western side
of the street.
It was suggested that the Right Hand Turn traffic light arrow at cnr
Greenwich and River Roads be put on extended cycle at all times of day
rather than just at peak hour.
Carlotta Street
It was noted that the Give Way sign at Cnr Carlotta Street and Gore Street
is difficult to see.
Residents advised that there was no real improvement to traffic in Carlotta
Street despite traffic calming devices.
5. Financial Report
Gus Herstik tabled Treasurer’s report as per attached.
Financial membership has fallen from 163 to 87 this year. Gus urged non
financial members to pay membership for this year. It was noted that
payment reminders had not been sent as yet.
Pam advised that the newsletter has been printed at no cost to the GCA
for the past 2 months.
6. Current Developments
Billy Blue
A third DA has been submitted by Tesrol.
John Dowey made a presentation to the meeting as per attached.
He noted that it is difficult to formulate objections to the proposed subdivision
without information about what is planned for the subdivision.
Pam advised that it is not too late to make submissions.
Residents of Allawah Place expressed concern that there is little attention
to traffic issues despite a series of accidents at the River Road/Allawah Place
intersection.
Denis Smith asked if it is possible to seek information from the applicant
as to long term plans. Councillor Tudge confirmed that Council may ask applicant
for these details.
It was confirmed that a change of boundaries may take place if two adjacent
properties are in common ownership.
Justin Gleeson noted that all the trees on Lot 4 are to go leaving the large
building exposed. There appears to be no reason why the trees on the South
Eastern corner should be removed.
It was noted that the hostel facilities have recently been upgraded.
Councillor Tudge advised that submissions re traffic issues on River Road be
directed to the RTA at Flushcombe Road, Blacktown.
Pam suggested that it may be appropriate to assemble a resident group to talk
to the developer as was done with Duntroon Avenue.
Justin Gleeson sought Councillor Lawson’s views on the issue. Councillor
Lawson advised that Billy Blue DA would not be dealt with under delegated
authority. He will secure a briefing with Michael Mason and report back.
He favours a
public forum similar to the Duntroon Avenue forum.
Justin raised question as to whether the project could be deemed to be of state
significance and taken out of normal approval process.
Pam thanked John for his presentation and asked people to indicate if they
wished to be involved in a resident group email list.
Waterbrook
Alan Winney expressed concern about how to control the actual building
process such as who is in charge of process and follow up. He expressed
frustration that consultation takes place but there is no follow up.
It was agreed that all incidents should be logged and reported to Council.
Woolworths
Section 96 application has been approved by Council.
Councillor Lawson advised that the decision in the private Land and Environment
Court action is to be appealed and will not be dealt with until March
2006 despite requests for expedition.
Council has paid for school drop off zone to be moved.

East Ward Traffic Committee
John Gebler asked if an affected community plan has been set up for Lane
Cove Tunnel.
Councillor Tudge noted that road changes disclosed on website appear
to be less significant than they are in reality. He called again for
a volunteer on the Tunnel Committee.
GMCCA
Bill Clarke ( President of the GMCCA) outlined proposed changes to management
of the GMCCA Hall. KU is to take over management of pre school but
requires a lease of the Hall. Meetings have taken place with Lane Cove
Council but it will be necessary to negotiate with other Hall users.
A proposed lease of the Hall must be advertised but there is no need
for a DA.
Cathy Cameron outlined current use of Hall. About 70% of the Hall bookings
are from outside the community – no impact on community spirit
but adds to income. 25% of bookings are for birthday parties. Also regular
use for community meetings which does not generate income.
The KU appears prepared to accept some form of “pack away” arrangement.
Grounds of Hall are for community use but rarely used in practice. It
may be necessary to erect a second fence to define preschool area.
General discussion re mechanism to manage leasing of Hall.
10. Councillors’ Reports
Councillor Lawson advised that the proposed Council Code of Conduct
was dealt with at Council’s previous meeting and would be on
display for 42 days.
Councillor Tudge advised that as the meeting had been lengthy he would
not report further.
