Matters arising
from Minutes
a) Neighbourhood Watch Revival - John Gebler
reported that NW had been revived, has a
committee of keen people - a number of whom are not
actively involved with GCA. A meeting
was held in August last year and it was recommended
that NW issues a newsletter separate from
GCA's because a) the larger sized A3 was costly to print and
fold, b) distributors found the larger
size more difficult and slower to place in letterboxes; c) the
editing and distribution of the
newsletter involves a wider NW group and effects
better communication/involvement. NW is
keen to see fresh
signs on residential property to indicate that program is
active and vigilant in the
area. Issues
to be resolved relate
to whether or not NW comes under the Police "umbrella"
- in respect to Public Liability
Insurance cover for volunteers. Tom Lawson clarified with
John Gebler that Neighbourhood Watch is now able
to function independently of GCA and (subject to confirmation) will no longer need the protection of our incorporation or insurances.
b) Christine Kirkwood
asked whether she could give to Judy Washington, Lane Cove
Council's Manager of Local History and Archives, a lever arch folder of GCA newsletters, agendas,
Minutes of Meeting and correspondence for the period
1995 to 1998. This was agreed unanimously. John Gebler
informed Judy already holds material dating back to 1944.
C) Traffic - Rod Tudge to address meeting on this matter
in Councillor's address.

Tom Lawson advised that he
had received the LEP Issue Paper from Lane Cove Council and
that he proposed asking Des Brady to be GCA's representative
at the community consultation.
It was moved by John Gebler
that a letter be sent by the Secretary to Mrs Mel Mars thanking
her for being a newsletter distributor over the last 20
years. Seconded

End of Year Reports
a) President's Report - Tom Lawson spoke
to his report as tabled and copied to members. He also moved a vote
of thanks to all distributors and committee members for
their efforts during 2001.
b) Treasurer's Report - Gus
Herstik tabled the
Treasurer's Report. (Refer
attached copy).
GCA's application
to the Australian Taxation Office for a Private Ruling was
discussed. Committee
is grateful for Bill d'Apice's assistance with correspondence
on this matter and are
hopeful of receiving the Ruling soon.
c) Auditor's Report - A copy
of the Hon. Auditor's report dated 15 February, 2002 was
copied to members.
This itemised the Balance Sheet as at 31.12.01 with
Total Assets at $6,280.15 and
Total Equity of $6,280.15.
Income for the year was $2,258.01, expenses $1,906.20
leaving a surplus
of $351.81. John
Gebler moved that the Auditor's Report be accepted:
seconded D. Smith.
D Smith noted
the high cost of filing fees, Dept of Fair Trading. The Treasurer responded that the Association had incurred late filing
fees because the return was not lodged within 28 days of
the AGM.
d) Annual
Statement (Form 12) Department of Fair Trading - The
Secretary has the form in
readiness for completion and lodgement (with cheque for $38)
within 28 days of the AGM

Eection of Office
Bearers - 2002
Tom
Lawson vacated the chair.
In presiding for the election of office bearers,
Councillor Rod Tudge thanked Tom and his outgoing committee
for all they had done during their year of service to the Association
and the community.

Councillor's Reports
Clr John May thanked the outgoing
committee for their service during the year then reported on
a)
Central Ward By-election - Kay Freedman, an independent, lawyer who has
done a lot for the
community won that election
b)
Strand Estates - Development Application was put before Council for approval
and was rejected 6:2. Clr
Bowers was not at the meeting.
Council has withdrawn
its owners permission to the developer for that development
or any similar development on that site.
c)
General Manager is keen to commence work on Council's car park behind
the library. Approval
for the carpark lapses in June this year.
d)
Community Consultation on LEP - GCA has been invited to participate.
The last LEP was done in 1987
e)
Duntroon Avenue - The Minister for Planning has taken control of this
site. Council and
residents are pressing hard for an independent inquiry to
determine controls for the site.
f)
Rosenthal Avenue - the independent assessor's report is due soon
g)
14 George Street - the owners have appealed to the Land and Environment
Court
Clr Rod Tudge reported on
a)
Traffic - Ross Selleck of Council has been to the traffic committee and
has asked it to look at issues raised.
Give Way signs will be erected at the intersection of George
& Mitchell streets.
Change to lanes at peak times at intersection of Greenwich
& River Roads
Speed of traffic will be assessed in Bellevue Street
b)
M2 Tunnel - Following closure of submissions on 1 February, the Tunnel Action Group is desirous of continuing to man its "information office" throughout the review period and whilst the tunnel is being constructed.
Volunteers office are needed.

c)
Parking - other parking sites in Lane Cove are being looked at with the
view to improving parking in Lane Cove
(eg Little Street)
d)
At the Annual Government Conference DUAP proposed that there should be
an urban design plan to be known as SEP65 in respect to
urban design and design issues
e)
11 Roberston Street - Site inspection to be held 2nd March
f)
please discuss any problems in respect to services of Lane Cove Council
with Councillors
g)
rumour that Greenwich school amalgamation is on the agenda
Ann Stein enquired as to the
progress with bus shelters.
John Gebler commented that
part the playground area at the Greenwich School Infants
site had been fenced off for teacher parking.
This is in addition to area lost due to the siting
of GOOSH building.
Rob Starling enquired what
was happening with respect to foreshore planning.

General Business
a)
Greenwich Residents Against Mobile Phone Antennae (GRAMPA) - Marshal Rubinstein
informed the meeting of attempts by Optus to install
a mobile phone antenna on buildings on the Greenwich peninsular.
Bodies Corporate of buildings in Landenburg Place
have been approached. GRAMPA is concerned that such antennae are
not suited to a residential area because
emitted energy is
potentially a health hazard.
He asked that members remain vigilant and report
any approaches by Optus to GRAMPA 9439 3152.
b) D/A 452/01 - 70 Greenwich Road, Greenwich - John
Gebler informed the meeting that the application is submitted
under section 18F which permits the use of heritage properties
outside normal zoning uses to help property owners maintain
historic properties. However, this clause was not intended to
permit changes in the zoning of a property.
GCA has written to Council pointing out that in its
current form the application does not conform with Council
guidelines, the drawings are not dimensioned, floor space
ratios are not given.
c) Greenwich
Baths Water testing - Tom Lawson informed the meeting that
the Association had received representations for Council
to resume water testing, as opposed to relying on the assessment
carried out by Harbour Watch. Councillor Tudge informed the meeting that
Harbour Watch assessments take three days
and if Council were to resume water testing the Baths
would still have to close for at least 48 hours.
This period is needed for collection of water and
to set aside the period required to see whether any bacterial
cultures begin to grow. If Council did not go through this process their lacking action
could void insurance cover.
So if Council were to resume testing only one more
day of opening would be achieved and there were
other potential insurance issues to be considered.
d)
Web Page - Christine Kirkwood asked whether any member was aware of details
that needed to be updated on either the web page or the
community information directory.

Other Business
a)
Clean Up Australia Day - 2 March, 2002. Don Murchison informed that a group will be working between Innes Road and Valley View Crescent
b)
35 Innes Road - Poisoning of three gum trees. Don Murchison informed that three gumtrees appear to have been poisoned.
One of the conditions of the approved D/A was that
the trees were to be retained. Clr Tudge advised he would follow up.
c)
Rob Starling informed that $750 was raised at the December 2001 Carols
by Candlelight in Leemon Reserve and that this sum had been
donated to Northern Sydney Area for Mental Health, to assist
in prevention of youth suicide.
d)
Dennis Smith asked that any additional rumours in respect to Greenwich
School amalgamation be reported to him.

Tom Lawson proposed that the
first Executive Committee should be held on 12 or 19 March. The Secretary will email committee members.
The next General Meeting will
be held on 17 April, 2002.
There being no further business
the meeting was closed at 10.05 and supper was served.
