OF THE GENERAL MEETING HELD ON WEDNESDAY, 15 AUGUST 2001,
AT GREENWICH COMMUNITY HALL, 46 GREENWICH ROAD COMMENCING
7.50 pm
OPENING
The President, Tom Lawson, chaired the meeting.
Attendance
Approximately 33 people attended the meeting as recorded
in the attendance book.
APOLOGISE
Pam Palmer, Gus Herstik, Nancy & Val Boyce, Randy Flynn,
Mayor Stephen Bowers, Councilor John May.
It was recorded that John New would be late in attending

It was unanimously agreed that the Minutes be accepted as
a true record of that meeting.
MATTERS ARISING FROM MINUTES
Special Resolutions for Changes to Association's Rules -
Tom Lawson informed the meeting that the appropriate forms
had been lodged with the Department of Fair Trading.
CORRESPONDENCE
Christine Kirkwood informed the meeting of the correspondence
which had been received or sent since the last General Meeting
(refer attachment A - correspondence register)
FINANCIAL REPORT
In Gus Herstik's absence John Gebler presented the Treasurer's
Report (Attachment B) and informed the meeting that the Trading
Account balance stood at $441.06 to which $165 being subscriptions
received is to be added - subtotal $606.00; from which a cheque
for $223.71 is to be drawn to cover cost of printing of the
August Newsletter $223.71 - total $482.35.
The cost of printing the August newsletter was unusually
high (usually $99) because it is twice the usual size (A4
bigger than A5) and the folding costs extra The newsletter
now includes a page dedicated to Neighbourhood Watch matters.
The format for the newsletter will be reviewed by committee
- comments to date by members is that the August issue was
a better newsletter and distributors found it easier to place
it in letterboxes.
STATUS OF DA APPLICATION - 72 GREENWICH ROAD
Helen Martins gave an update of developments post the site
inspection. A different set of plans was submitted to Council
approximately three weeks ago by the Catholic Church . A new
architect had drawn the revised plan. Council has indicated
to Helen that the matter will be considered by Council's Planning
& Building Committee on 3 September. The public can attend
and address this meeting.
Nigel Ashton spoke on the revised plans - the plan is for
the building to be opened out to Chisholm Street. Most units
face north. More trees are to be preserved. The revised plan
is more compliant with SEPP5. The driveway is three metres
from the southern boundary. There is better parking. Mass
is better
The continuing concerns are density; and the proposed third
storey facing Greenwich Road. There are too many units: GAG
suggests a reduction in the number of units and more flexibility.
Concerned about the precedent this development, if approved
as is, would establish. It is questioned why 24 units are
being proposed exactly the same: why not vary the types of
units - some one unit bed sitters and some 2 or 3 bedrooms.
Dennis Smith (on behalf of FOGS) is concerned by the disruption
to the school during the building period; truck movements
into the area; parking; pressure could be brought for the
amalgamation of Greenwich Public School.Tom Lawson encouraged
members to attend the Planning & Building Committee meeting
on 3 September and to make opinions known Councillors - particularly
East Ward Councillors.
CYCLEWAYS FOR GREENWICH/LANE COVE
Don Murchison told the meeting of his responsibility on Committee
to look at further developing and/or enhancing cycleways within
the area. He is keen to have speed humps in the municipality
modified to be more cycle-friendly and would like to look
at the viability of establishing a safe cycle/walking track
linking Greenwich ferry with Lane Cove. He is also looking
at the possibility of running cycleways along railway lines
because they tend to follow a more gentle gradient, there
would be less traffic and they should be safer.
Don then introduced Russ Webber, Vice President Bicycle NSW,
and local resident, who advised that he had been working with
Lane Cove Council for the last five years in establishing
a reasonable cycling network in the area. He believes too
little consideration is given to cyclists.
Lane Cove has a Bicycle Committee comprising four local representatives
including himself who is also VP Bicycle NSW and two Councilors
- Vissell and Tudge.
As part of the special cycleways presentation, the meeting
then viewed a video on "Cycle Masterplan - Nederlands"
which summarised relevant strategies:
1 Increase role of bicycle;
2 make cycling as a means of transport more attractive;
3 address safety issues;
4 consider theft prevention issues;
5 promotion.
Russ responded to a short question time. Cyclists were encouraged
to ride around Bicentennial Park, Willoughby.
COUNCILLORS REPORTS
Councilor Rod Tudge addressed the meeting on
Council's bicycle training course in Blackman Park - suited
to younger children learning to ride
72 Greenwich Road - Council still assessing it. He is not
sure whether Council is going to get an outside assessor.
He spoke to Henry Wong on 17 August and was informed that
the matter was not going to meeting of 3 September: Henry
Wong does not know when it will go before committee/council.
Duntroon Avenue - LEP is coming to Council next Monday night.
Coles carpark - Council approved. The two ramps will open
soon; however, access from Sera street will then close.
Strand Estates - site inspection was held last Saturday.
Developer was required to fly balloons indicating height,
which showed size and height of proposal. The proposal is
outside the requirements of Commissioner Andrew's report.
Rosenthal carpark - is on display and is being assessed externally.
Cameraygal Festival commences this Friday - 17 August and
runs through to 14 October. The official opening is this Saturday
(18 August) commencing 10.30am
The 38th Lane Cove Municipal Art Show will be officially
opened on Friday night - 17 August and the viewing will run
until 26 August.
Council is still looking for a suitable site for a skateboard
park in Greenwich
Council continues to oppose the closure of Hunters Hill High
School
A new bus seat has been installed in Greenwich Road; and
it has been noted that there is now a request for a bus shelter.
Seniors Parking has been marked by Council officers and the
scheme
appears to be working well
Council is upgrading footpaths and Councilor Tudge would
like to be informed about any footpath in poor repair.
A member expressed concern about bushes overhanging footpaths.
Another member asked that Council carefully consider the
financial concerns of strand - what is Council getting for
the valuable property being provided.
Don Murchison suggested that there be community consultation
re footpaths - it is often felt by residents more preferable
to retain grass verges as opposed to concrete.
COMMITTEE REPORTS
a Planning & Development - Tom Lawson informed the meeting
of the formation of this sub-committee and its activities
to date (as reported in the August newsletter).
b M2 - Tom Lawson asked Councilor Tudge to inform the meeting
of developments to date. The public seek a filtration system,
it is not known when the EIS will be available - possibly
beginning of September
c Youth - nothing to report
d Neighbourhood Watch - meeting on 5 September. Children
are encouraged to enter into Kids School
poster competition
e Work Register - a few enquiries had been made by those
seeking services.
GENERAL BUSINESS
a Start Time. Earlier starting time was discussed. When put
to a vote 15 voted in favour of earlier starting time: 12
against. However, it was resolved to leave the matter of earlier
starting times to committee.
b Special Meeting . MaryEd Hartnell informed the meeting
of a Special Meeting to be held on 28 November, addressed
by guest speaker, Judy Washington, on "Greenwich around
Federation. The meeting will commence at 7.30 and all residents
are encouraged to attend.
c First Aid Course - MaryEd Hartnell informed the meeting
that five more people are required for a class. Time of class
will be determined by attendees.
d FOGS Dennis Smith spoke of the FOGS run on Sunday, 23 September
in conjunction with a P & C Fair
e Cycleways - Don Murchison informed the meeting of leisurely
bike rides to historic places of interest within Lane Cove
on 20 August and 14 October.
